To allow a beverage dealer or distributor to refuse to refund a deposit on returnable containers which contain a residue of any substance other than the original contents; containers which are crushed or mutilated to the extent that the bar code is not legible; and containers which present an unacceptable health risk to a dealer, distributor, customer or employee.
