With the recommendation that the House pass a version of the bill that requires everyone to drive with their headlights on all the time. Reps. Casperson, Hummel, Gaffney, Hune, Robertson, Gleason, Tobocman, Adamini, Murphy and Elkins voted "yes" in committee, and there were no "no" votes. When put up for a roll call vote in the full House the bill was heading for an overwhelming defeat when the Speaker pro-tem gaveled through a motion to "clear the board" and postpone further consideration for the day, notwithstanding loud objections from what appeared to be a majority of the membership.
