To increase the penalties for violators of quarantines established to limit the spread of the emerald ash borer, or of other plant pest and insect quarantines. The bill proposes civil fines of up to $10,000, and criminal penalties for those who knowingly or maliciously violate such a quarantine of up to five years in prison and a $250,000 fine, plus being held liable for the actual damages that result from the violation. Under current law, the maximum penalty is 90 days in jail and a fine of $100.
