To require state agencies to review rules and regulations every five years to determine whether there is any increased impact on small businesses since the rules went into effect. The review would look at the continued need for the rules; the nature of any complaints or comments received from the public; the complexity of complying with the rules; the extent to which the rules conflict with or duplicate similar federal or local rules and regulations; and the degree to which technology, economic conditions, or other factors have changed the activity covered by the rules.
