Require severed oil and gas rights report

To require the Department of Natural Resources to give a report to the legislature containing an inventory of severed oil and gas rights on land currently owned by the state and federal governments, the prospects for acquiring those rights and a strategy to do so, and the estimated cost for an analysis of the value of those rights. The state lands specified are those within the Mason tract management area, the Sand lakes quiet area, the Pigeon river country management area, and the Jordan river valley management area.
