To require schools to consider students with reading disorders and disabilities as “disabled” for purposes of providing special education services. The bill would require schools to screen all students for reading disorders and disabilities, and require elementary level teachers to have training in reading disorders and disabilities. It would also require that for students with reading disorders and disabilities, the “individualized educational planning committee” required under current law for each special education student must include “an independent reading advocate who is knowledgeable in reading disorders, disabilities, and instruction methods,” and that this person’s recommendations must be taken into account when developing the pupil's individualized education program.
