To authorize the creation of watershed conservation districts upon the petition of two or more local units of government. These would conduct activities including water quality monitoring, volunteer river and stream cleanups, education and outreach, and more. The districts would not have taxing authority but could receive funds from other sources, and could issue bonds (i.e., borrow). They would also have the power to take private property (eminent domain).
