Give schools flexibility on rules - "ed-flex"

To create and allow for “Educational Flexibility and Empowerment Contracts” (“edflex”), that would enable a school district to enter a performance contract which allows it to defer compliance with requirements imposed by designated state statutes and rules. See also House Bill 5701. The bills are similar to ones vetoed by the Gov. Jennifer Granholm (House Bills 4693 and 4724), but transfer final authority on waiving rules to the governor instead of the State Superintendent of Public Instruction.
