To require townships to adopt provisions in their zoning ordinance authorizing the granting to developers of "bonus condominium units" or "bonus parcels” in excess of the maximum number that would otherwise have been allowed under the zoning ordinance, if the developer agrees to make a capital improvement specified in an agreement with the township, or pay a fee. “Capital improvement” is defined as land or a structure anywhere in the township used to provide a public service benefiting residents of the land to be developed, such as a park, school, police station, jail, fire station, hospital, library, etc.
