Wetland mitigation recommendations

To require the Department of Environmental Quality (DEQ) to convene a mitigation wetland “workgroup” that would make recommendations to the legislature. Mitigated wetlands are “created wetlands,” often required as a permit condition when existing wetland acreage is developed. The bill would require a group whose members represent the DEQ, local governments, business, environmentalists, and the general public. Its charge includes, but is not limited to, recommending construction standards for mitigated wetlands; looking into standards for monitoring compliance; determining why some mitigated wetland projects have failed; and recommending penalties for noncompliance with the rules.
