To move up December, 2004 county property tax collections to July, 2004, and require counties to collect all future property tax payments in the summer only, beginning in 2004. The revenue collected by moving up property tax collections would go into a fund, out of which would come revenue sharing payments to counties for the next several years. This is part of Gov. Granholm’s Fiscal Year 2005 budget recommendation.
