Allow cities to tax new commercial real estate projects

To authorize cities to levy a $5 per square foot tax on gross floor area above 100,000 square feet in any new “large-scale” commercial real estate development composed primarily of office, retail, or hotel space. Cities can use the revenue taken from these commercial projects to subsidize government job training, child care, recreation and housing programs.
