Ban window bars without escape latch

To prohibit security alarm system contractors from installing bars on windows unless the bars come equipped with an inside-escape latch or other mechanism designed to allow a person to exit the window. Not long before this bill was introduced there was a fire in which a mother and four children were killed in a structure that had these window bars.
