To impose a 1/8 cent per gallon motor fuel "regulatory fee" on the sale of gasoline and diesel fuel, payable by fuel refiners and wholesalers. The new money would go to an existing gasoline inspection, investigation, and testing program, which under current law gets money from fuel law civil fines, the general fund, and federal grants.
