To impose a 50-cent fee on the sale of all new tires, direct the fee revenue into an existing state scrap tire cleanup and collection fund, and require tire dealers to accept used tires at no charge when they sell new ones. Under current law, the scrap tire fund gets money from a $1.50 surcharge tacked on to vehicle title fees.
