To apply to juveniles who are defendants in criminal prosecutions the same presumption of mental competence that is applied to adult defendants, and require similar standards and procedures for demonstrating a minor’s incompetence as those that apply to adults. The bill is part of a legislative package comprised of House Bills 6130 to 6133.
