Require canvassers to approve ballot measures with enough signatures

To require the Board of State Canvassers to certify a citizen-initiated ballot proposal unless the petition is not in proper form or the number of valid signatures is insufficient. Note: Just prior to the introduction of this bill the Board of State Canvassers made headlines when two members refused to certify a petition that met these standards, because they thought that courts would find the measure not constitutional.
