Borrow $500 million for certain land use initiatives

To place on the ballot in the next general election the issuance of $500 million in general obligation bonds (state borrowing), of which up to $300 million would be devoted to farmland preservation, up to $100 million for open space preservation, and up to $100 million for urban redevelopment initiatives.
