Expand certain condo conversion limitations

To lower from 65 to 62 the age above which a person may not be evicted for one year from a building that is being converted to a condominium. Also, to amend a law that currently exempts a city with a population greater than one-million from a prohibition on adopting a local ordinance banning condominium conversions, by changing the qualifying population threshold from one million to 750,000. Currently only the City of Detroit meets this criteria. In recent years Detroit has seen its population change from over one-million to approximately 900,000.
