Mandate juvenile delinquent special education accommodations

To establish that youth agencies that operate facilities for the care of juvenile delinquents and other public wards, and which provide the individualized education program proposed by House Bill 5253 for a public ward in need of special education programs, must require a general education teacher or his or her delegate to attend each individualized education program meeting.
