Mandate juvenile delinquent handicap accommodations

To require youth agencies that operate facilities for the care of juvenile delinquents and other public wards to have regular staff meetings with the purpose of identifying public wards who have disabilities making them eligible for accommodations required by federal handicap standards and mandates.
