Place lottery revenue education requirement in Constitution

To place before voters in the next general election a Constitutional amendment requiring that all net lottery revenue, less six percent for lottery administration and sales commissions, be deposited in the School Aid Fund. The statute that governs lottery operations , but not the Constitution, requires lottery revenue go to the School Aid Fund. The statute does not cap administrative and commission expense.
