To prohibit awarding state contracts for the purchase of services unless the work is done by U.S. citizens, legal resident aliens, or individuals with a valid visa. Contractors would be prohibited from “outsourcing” the work to workers in another country, and would be required to retain an “employment eligibility verification form” for each employee working on the contract, to confirm that the person is eligible for employment in the U.S. The bill would not apply to contracts that are exclusively for supplies, materials, or equipment.
