Transfer cell phone tax revenue

To transfer $18 million of the revenue collected by a 52-cent per month cell phone tax, which is supposed to be used to create an enhanced 9-1-1 emergency phone service that works with cell phones all over the state, to instead use the money to make payments on money owed from the construction of state police radio towers and related systems. These payments now come out of the state general fund, so the transfer has the effect of using 9-1-1 cell phone tax revenue to make more general fund money available for other uses.
