Eliminate minimum road tax set aside for transit

To revise the law that requires 10 percent of the fuel tax and vehicle license fee revenue remaining after certain other transportation spending is deducted to be appropriated for mass transit systems. The proposed formula would instead allow a maximum of 10 percent to be used for mass transit, or less at the discretion of the legislature.
