To authorize a Michigan Military Cross award regular or reserve soldiers who are Michigan residents and who have served with distinction during combat. Also, to authorize a Michigan Homeland Service medal for Michigan residents who have performed great acts of selflessness or heroism or provided a greatly needed service for the state in times of war or emergency.
