Authorize inspection delay complaint process

To establish a procedure whereby a person whose request for a mandated local building code inspection, plan review, or other code enforcement or administrative activity has not been acted on within 30 days, and the local government has failed to investigate the delay for another 30 days, may file a complaint with the state Bureau of Construction Codes. The bureau would then be required to itself perform the inspection within 30 days, and to investigate the local government’s noncompliance with these deadlines, which could lead to the bureau taking over the local government’s building code enforcement authority.
