Increase tobacco tax

To raise the state cigarette tax by 75 cents a pack beginning Oct. 1, 2004, increase taxes on other tobacco products by a proportionate amount, and use most of the increased revenue for Medicaid. The proposal is related to Gov. Jennifer Granholm’s Fiscal Year 2005 budget recommendation. It would also eliminate the earmark of a portion of a 2002 tobacco tax increase to the budget stabilization fund (rainy day fund).
