Authorize watershed management districts

To authorize the establishment of watershed management districts that would have extensive regulatory and spending authority similar to that held by county drain commissions, and could assess local units of governments for the cost of watershed management projects and the repayment of money borrowed for the projects. The local governments would pay these assessments with tax revenue.
