Require AIDS and hepatitis tests on released prisoners

To require HIV, AIDS, and Hepatitis C testing by the Department of Corrections before the release of prisoners on parole or upon completion of their sentence. Positive test result would be reported to the Department of Community Healthexpenses, and is not publicly traded. This does not necessarily apply only to new firms, and the five year exemption is not necessarily the firm's first five years of operation.
