Require home visits in suspected fetal alcohol syndrome cases

To require the Department of Community Health to establish a network of health care providers employed under contract to make home visits to certain new mothers to provide counseling and other support services regarding neonatal addiction and fetal alcohol syndrome. The visits would be made when the department receives a report that an infant in the home is suspected of having fetal alcohol syndrome or being drug dependent.
