Require refresher courses for soil erosion control officials

To require the Department of Environmental Quality to provide refresher courses or allow other continuing education training for the recertification of local government soil erosion control enforcement officials. The state soil erosion law requires that these officials be trained and certified, and the certification lasts for five years.
