Ease unemployment benefit restrictions for military spouse

To allow the spouse of a full-time armed forces member who quits a job due to military duty reassignment to a different location to still qualify for unemployment benefits. Ordinarily, if a person quits a job he or she is not eligible for unemployment benefits.
