Revise electric restructuring law

To allow existing electric utilities, but not alternative suppliers, to recover the cost of acquiring equipment needed to comply with environmental regulations. This allows the existing companies (DTE or Consumers Power in most places), but not the new market entrants, to pass on these costs to all customers, including those who buy power from an alternative electric generating company.
