Eliminate Merit Scholarship for out-of-state schools

To eliminate the $1,000 Merit Award scholarships for students enrolled in colleges outside the State of Michigan. This applies only to the high school graduating class of 2005. It saves approximately $4.5 million that can used to close a gap between desired state spending and expected revenues.
