Allow more shipping juvenile delinquents out-of-state

To allow the placement of juvenile delinquents who are wards of the state in an out-of-state facility if it would save the state money. Under current law, as long as space exists in a Michigan facility, a juvenile cannot be sent out-of-state to save money. Like the current law, the bill requires the out-of-state facility to meet all Michigan standards.
