Lift restriction on absentee first vote after mail-in registration

To allow a person to vote by absentee ballot on the first election after registering by mail. Current law requires a person who registers by mail to show up in person the first time that they vote in a new jurisdiction, but allows absentee voting in all subsequent elections.
