Ban certain non-native plants

To expand the law banning the possession or release of certain non-native fish species to include a number of specified non-native plants. These include African oxygen weed, Brazilian elodea, curly leaf pondweed, Eurasian watermilfoil, European frogbit, flowering rush, giant salvinia, hydrilla, Japanese knotweed, parrot's feather, purple loosestrife (except for approved sterile types), water chestnut, yellow flag iris, and yellow floating heart.
