Revise DEQ soil erosion permits

To revise the law that allows the Department of Environmental Quality to tack on a 10 percent administrative fee if it hires a consultant to administer a county’s state-mandated soil erosion and sedimentation control program. The department could only charge a county for the actual cost of the consultant.
