Establish regulations for personal restraint in schools

To allow the use of personal restraint in schools in situations where a pupil's behavior threatens imminent physical harm to himself or herself or others, or to property. The bill would prohibit the use of seclusion or chemical or mechanical restraint; provide that a school employee who uses personal restraint on a pupil would not be civilly liable; require school districts to develop and implement a plan for the use of emergency interventions; and require school staff to undergo training in the use of personal restraint.
