Create “companion animal fund” tax checkoff

To authorize state grants to organizations that promote the sterilization and adoption of companion animals (pets), and also grants to increase and improve enforcement of anticruelty laws. The grants would come from the income tax “checkoff” proposed by Senate Bill 1476.
