Clarify Mackinac Straits Hospital authority

To revise the regulations for considering whether an existing entity has the statutory authority to act as a hospital authority established by two or more cities, villages, or townships to plan, build and operate a hospital or hospitals. This would make clear that the three townships and the City of St. Ignace have properly formed a hospital authority to operate Mackinac Straits Hospital, which is important for purposes of getting a federal grant to build a new outpatient facility.
