Establish a state waterways trust fund

To place before voters in the next general election a Constitutional amendment to establish a state waterways trust fund, and a state waterways commission. This would replace the marine safety fund, the harbor development fund, and the waterways fund. Money in the fund would be used for marine safety programs, capital improvement projects, and administration. The money would come from watercraft registration fees, fees charged at state-operated mooring facilities and public access sites, and taxes on the sale of marine fuel. See also Senate Bill 915.
