Authorize multistate prescription drug compact

To authorize entry by the state into a Midwest pharmaceutical compact to negotiate prices with manufacturers and buy drugs for recipients of Medicaid and other state-funded health care services, and for any other category of individuals the compact deems eligible. States would buy drugs for distribution to eligible consumers.
