To require the Public Service Commission to establish rules requiring a telephone company that provides basic local exchange service to promptly transfer the service of a customer to another phone company upon the customer’s request. Specifically, the bill would require that customer requests to smaller companies to switch local service would come under the same five-day maximum time allowed for the state’s largest phone company, which is SBC.
