To create a state foster care independence program to offer education, training, employment, and financial support for young adults age 14 to 21 who are leaving foster care. A 1999 federal law requires states to adopt a program like this in return for more money, and most or all of what this bill would place in statute are things that the Family Independence Agency is already doing.
