Authorize "inclusionary zoning”

To authorize local governments to implement "inclusionary zoning,” which allows the government to impose on developers as a condition of receiving a building permit a requirement to construct affordable dwelling units. As an incentive the local government can allow greater density than what would otherwise be permitted. It can also require that rent or sale prices on the affordable units be capped.
