Tax exemption for certain business equipment

To exempt the first $20,000 of “personal property” owned by a business from the personal property tax, which is a tax on the tools and equipment of a business and is levied at the same rate as regular property taxes on real property (land and buildings). (Note: The Detroit Free Press erroneously confused this bill with House Bill 4402, special education personnel background checks).
