To extend the lobbyist disclosure requirements and gift limits that currently apply to lobbyist activities directed at legislators and executive branch officials, so that they also apply to lobbyist activities directed towards at-will legislative staffers or at-will executive branch staffers. “At-will” excludes those employees who are members of the civil service, and applies only to those who can be hired and fired “at will”.
