To require Blue Cross Blue Shield to establish clear and unambiguous policies and procedures for the submission of claims by health care providers and facilities, and prohibit it from changing or eliminating any coding, policy or procedure for the submission of claims, or their reimbursement rate or methodology, unless it follows procedures and timetables specified in the bill.
